Current Solicitations of Interest (SOI's) & Requests for Proposal (RFP's) in Human Services

Potential providers of services are sometimes best identified with a Solicitation of Interest (SOI) or a Request for Proposal (RFP). 

The process begins with the publication of a document by Provider Relations specifying the types of services and conditions under which Hennepin County wishes to contract. It calls for letters of interest/proposals for service delivery, which may result in a selection of a single or multiple providers, depending on the County’s needs. Provider Relations will publish these documents for public viewing on this website. Please be advised to consult this website for opportunities.


RFP for Metro County Consortium Non-Emergency Medical Transportation (NEMT)

Hennepin County, on behalf of the Metro County Consortium (MCC) is pleased to announce the release of a Request for Proposals (RFP) for the provision of all administrative non-emergency Access Transportation Services (ATS) for Medical Assistance/General Assistance and MinnesotaCare clients residing in the eight county metro area effective July 1, 2010 for a term of up to five and one-half years with annual rate negotiations.

Somali and Hispanic/Latino Mentoring SOI

The Hennepin County Department of Community Corrections and Rehabilitation – Juvenile Detention Alternatives Initiative is requesting proposals from qualified vendors to provide mentoring programs for our Somali youth and our Hispanic/Latino youth. These services are for post-adjudicated male and female youth under court jurisdiction who are ages 10 through 18 and reside in Hennepin County.

In October 2009, the Children’s Mental Health Collaborative (CMHC) approved a partnership with the Juvenile Detention Alternatives Initiative (JDAI) of Hennepin County to utilize a portion of the Local Collaborative Time Study (LCTS) funds. The funds will be divided equally between the two populations for culturally specific mentoring.

Due date for proposals is February 22, 2010.

After Hours Crisis Services RFP

Hennepin County Human Services and Public Health (HSPHD) is soliciting proposals from qualified vendors to provide a comprehensive array of "After Hours" (11p.m. to 7 a.m.) crisis services. The target population is HSPHD clients and other Hennepin County residents and mandatory reporters, calling on behalf of clients, who are seeking to access Adult Protective, Adult Mental Health Crisis Services, Children's Protective, and/or Children's Mental Health Crisis Services.

Functional Family Therapy (FFT) RFP, Department of Community Corrections and Rehabilitation, Juvenile Probation Division

The Department of Community Corrections and Rehabilitation (DOCCR) – Juvenile Probation Division is requesting proposals from vendors to develop a Hennepin County Functional Family Therapy (FFT) team consisting of four clinicians. FFT is an empirically grounded, well-documented and highly successful family intervention program for dysfunctional youth. DOCCR is soliciting proposals from qualified FFT applicants that are committed to working with correctional youth to form the Hennepin County FFT team. Applicants may be either agencies or individuals who meet the required criteria. Hennepin County wants to have the capacity to meet the cultural needs of the youth and families within the target population for FFT services. Therefore, it is anticipated that Hennepin County will contract with more than one FFT applicant. Deadline for submission of proposals is January 11, 2010.

Did you know?

A provider may not necessarily need a county contract in all cases. Some services, such as PCA (Personal Care Attendant), do not necessarily require county contracts. See other websites such as the Minnesota Department of Human Services, for additional details.

 The Contracting Process

After a provider is chosen for a contract, they will be required to complete further detailed information, which will facilitate the Department's actions to initiate the contract through Contract Administration.

The Department will use this information to work with Contract Administration as part of the internal contract initiation and completion process.

Timelines will be based upon coordination between the provider and Hennepin County staff regarding contracting requirements completion. If awarded a contract, the provider is responsible to deliver the product or service as required. No product or service should be delivered before the contract is signed by the Hennepin County Board of Commissioners.

New Service Development Process

If an unmet need is identified beyond the scope of our existing service contracts, then Hennepin County may develop a new contract by requesting that interested providers submit proposals to provide these specific services.
